A global aviation-safety plan assembled by a coalition of aviation groups focused on reducing air accidents in the developing world calls for targeted regional initiatives, new accident-prevention technologies and criteria to measure progress, the Wall Street Journal reports. Released by the International Civil Aviation Organization, a United Nations agency, and incorporating more than 18 months of work by seven other global aviation-safety outfits, the document stresses the need to "move beyond the traditional government/industry model" that leads to an "often adversarial relationship" between airlines and regulators. To foster stepped-up collaboration between carriers, plane manufacturers and regulators, the report emphasizes the need to "ensure that safety initiatives throughout the world are coordinated" for consistency and to avoid duplication.
