Virgin America Doesn't Get Its Wings

The U.S. Department of Transportation on Wednesday tentatively rejected Virgin America's application to fly on the basis that the ownership structure did not meet a U.S. citizenship test. According to DOT regulators, 75 percent of Virgin America's voting interest must be owned or controlled by citizens of the United States. Virgin America said it would respond on January 10 with plans to meet the requirements.
