Travel Agency Owner Fined

A Salt Lake City travel agent accused of defrauding students for whom he helped organize school tours has agreed to refund students' money and pay a $10,000 fine to settle charges brought by the Utah Department of Commerce, The Salt Lake Tribune reports. Larry Webb, owner of Learing on Location and International Studentours Inc., must repay 488 students cited in his case within a year or face a $1.2 million fine, Francine Giani, Commerce Department executive director, said in a statement Monday. The settlement stems from an administrative citation the Commerce Department issued against Webb in July. The citation alleged he violated the Utah Consumer Sales Practices Act by collecting money from hundreds of people in several states and Canada to arrange airfare, hotel rooms and Broadway tickets for student trips to New York City. Webb neither delivered all the services he promised nor did he refund the money.
