Tropical Storm Franklin to Hit Dominican Republic, Haiti

Days after Hurricane Hilary hit the Baja California peninsula and southwestern United States, two named storms have formed in the Caribbean. More notably, Tropical Storm Franklin is expected to bring heavy rainfall to Hispaniola (the island made up by the Dominican Republic on the east and Haiti on the west), as well as Puerto Rico. According to the National Hurricane Center (NHC), Franklin could bring “significant and potentially life-threatening flash flooding” across Hispaniola Tuesday and Wednesday.

Currently, a Tropical Storm Warning is in effect for both the D.R. and Haiti. Heavy rainfall is additionally expected in Puerto Rico over the same period.

That said, The Palm Beach Post reports that Franklin is expected to strengthen and could become a hurricane within several days.

Further east, Tropical Storm Gert will likely avoid landfall in any Caribbean island, eventually dying out by Tuesday morning.

Delta has issued a travel advisory due to Franklin. For people traveling to Providenciales, Turks and Caicos (PLS) or Punta Cana (PUJ), Santiago (STI) or Santo Domingo (SDQ), Dominican Republic on August 22-23, travel can be rebooked no later than August 27. Further:

  • When rebooked travel occurs on or before August 27, 2023 in the same cabin of service as originally booked, the fare difference will be waived.
    • A fare difference may apply when the waiver is class to class restrictive and the original booking class is not maintained in the rebooked itinerary.
  • When rebooked travel occurs after August 27, 2023, a difference in fare may apply.
  • If travel is not able to be rescheduled within these guidelines, customers may cancel their reservation and apply any unused value of the ticket toward the purchase of a new ticket for a period of one year from the original ticket issuance.  Applicable fare difference may apply for new travel dates. Final travel must be completed by end of ticket validity.
