Puerto Rico has updated its entry guidelines for all travelers. Starting April 28, according to the latest executive order, travelers arriving in Puerto Rico without a negative PCR molecular test will be charged a $300 fine and are required to obtain a PCR molecular test on the island within 48 hours of arrival. The negative test must then be uploaded to the online portal within 48 hours for the fine to be dismissed and to continue with their trip. If positive, the person must isolate and seek medical attention. If a traveler is still awaiting results from a test taken no more than 72 hours prior to arrival when they land, they will have up to 48 hours to upload those results for the fine to be dismissed.
Note many other measures are still in place, such as an island-wide curfew from 10 p.m. to 5 a.m. Public beaches and natural reserves are open, following social distancing guidelines, with public alcohol consumption prohibited. Businesses including restaurants, casinos, museums and pools at hotels are operating at 30 percent capacity.
Also good to know: As a U.S. territory, Puerto Rico is excluded from the Centers for Disease Control and Prevention’s (CDC) requirement to provide a negative COVID-19 test result to return to the mainland United States. Quarantine mandates, recommendations and entry requirements may vary by state. While the CDC does not require fully vaccinated travelers to get tested prior to traveling, the executive order upholds the requirement for a negative PCR test result from all travelers entering the Island, regardless of vaccination status.
In prior news, as of April 1, after nearly a year of being shut down, two international Puerto Rican airports—Mercedita International Airport in Ponce and Rafael Hernández Airport in Aguadilla—resumed commercial activity to accommodate an increase in bookings. With San Juan's Luis Muñoz Marín International Airport, three international airports are now serving Puerto Rico.
